2011 Case Exposes Yakima Lawyers & Parents' Rights Issues
Quinn Dalan Case Exposes Yakima Lawyers & Parents' Rights Flaws
In our last article, we discussed why Quinn Dalan is unfit to be Yakima County's Prosecutor. We supported this assertion with Quinn's police interviews from a court case in 2011. In the case, Quinn called an alleged child rape victim a "lying little bitch." She was a Deputy Prosecutor for Yakima County's special assault unit at the time.
One Crackima obtained the full court case, and we're taking some time to go in-depth. The case is a monster – more than 500 pages long with interviews and input from over 20 different sources. Quinn Dalan being a negligent gossip is just the tip of the iceberg.
We Discuss:
- Who Was Involved?
- What were the Allegations Against Aaron Dalan?
- Why Dismissal with Prejudice is a Red Flag
- The State of Yakima's Ruling Elite

Who Was Involved? | Yakima Judges & Lawyers
The unfortunate reality of child predation is that the perpetrator is usually a family member or close friend who is granted continued access. YPD Case #11-03943 is no exception. We see a myriad of marriages, divorces, flings, breakups, and high-speed legal careers peppered throughout the narratives.
The Alleged Victim | Meet Reina Rodriguez
At the time of the investigation in 2011, Reina Rodriguez was 16 years old. In the case, Reina claims the first instance of rape took place in March 2006, when she was 10-11 years old.
Reina Rodriguez is the daughter of current Yakima Superior Court Judge and former City Councilwoman, Sonia Rodriguez True.
The Alleged Perpetrator | Meet Aaron Dalan
Aaron Dalan is currently married to Quinn Rosborough Dalan, the 2026 candidate for Yakima County Prosecutor.
Aaron was previously married to Sonia Rodriguez and functioned as a step-father to Reina. Aaron works as an attorney for the Department of Assigned Counsel. He also coached Yakima youth soccer when Reina was a child.
Secondary Interviews & Other Parties
There are many other secondary parties in the case; some are closer to Reina and Sonia Rodriguez, and some are closer to Aaron Dalan.
Reina & Sonia Rodriguez's Network of People:
- Daniel Nunez | Sonia Rodriguez's step-father. Reina alleged that Nunez molested her in 2010, but the case was dropped. There are a couple of interviews from the 2010 case against Nunez that are included in YPD Case #11-03943 for reference.
- Artemio Rodriguez | Artemio is Reina's biological father. He was interviewed by YPD, but no transcripts were included in the case. Artemio does not appear to play a significant role.
- Sophia Morales | Sophia is Sonia Rodriguez's sister (aka Reina's aunt). Sophia has a daughter of similar age to Reina. Sophia and her daughter live in Bellingham at the time of the case. Sophia states she basically raised Reina up to the age of 5.
- Minors 1-5 | Detectives interviewed 5 of Reina's peers. Four were friends from school and/or soccer. The fifth was Sophia's daughter (aka Reina's cousin).
- Clark Kent Jackson | A social worker and psychologist for the courts who dated Sonia Rodriguez casually.
- Ashley Cook | A school-based caseworker from Comprehensive Mental Health. Reina was referred to Cook for mental health services during high school.
- Ashley Maliken | A child psychiatrist who took care of Reina during her stay at Seattle Children's Hospital in late 2010.
Aaron Dalan's Network of People:
- Quinn Rosborough Dalan | In 2011, Quinn was Aaron's Dalan's girlfriend – she's now Aaron's wife. Quinn worked as a Deputy Prosecutor for Yakima County's special assault unit (her job was prosecuting sex crimes).
- Therese Murphy | Quinn Rosborough Dalan's close friend and supervisor at the Prosecutor's Office. They socialized regularly together.
- Evi Licona | Aaron Dalan's former fiancée. In 2011, Evi was a lawyer with her own practice in Yakima. Evi appears to be somewhat of a role model to Reina during the time of the investigation.
- Lisa Kranz | Dated Aaron Dalan casually for about 2-3 months. They met at a bar.
- Ryan Kallis | Reina's former soccer coach. Ryan knew Aaron professionally through local soccer associations.
- Kellee Richardson | Reina's former soccer coach. Kellee also worked with Ryan Kallis and Aaron Dalan.
- Kelly Sugden | Reina's former soccer coach (Aaron Dalan's assistant coach).
The Yakima Police Detectives
The lead investigator of the 2011 case was Yakima Police Detective Curtis Oja. Detective Oja had also investigated Reina's case against Daniel Nunez in 2010.
Secondary on the investigation was Detective Chad Janis, who has served on a number of other high profile cases and even briefly acted as the interim Chief of YPD.

The Allegations Against Aaron Dalan
At the start of the case, Detective Oja contacted Lisa Larabie, a child forensic interviewer from Kittitas County, to conduct Reina's main interview. Larabie's transcript with Reina is the core of the case. Be aware that very graphic content follows.
Reina Rodriguez Alleged 5 Separate Instances of Rape
Reina's interview with Larabie took about three hours. Reina asserts that there was one instance of inappropriate touching from Aaron Dalan and five separate instances of Aaron raping her:
- c. Feb 2006 | Aaron allegedly has Reina to come to bed with him and inappropriately touches her. This instance is mentioned in the Daniel Nunez case in 2010.
- March 2006 | Reina's first alleged instance of Aaron raping her at his home.
- Fall 2008 | Reina alleges that Aaron raped her around the time of a soccer tournament in Tri-Cities.
- Winter (no year) | Reina alleges Aaron raped her at his parent's cabin near Cle Elum.
- May 2009 | Reina alleges that Aaron raped her around the time of a soccer tournament locally called the YakAttack.
- April 2010 | The most recently alleged instance of rape, relative to the interview.
There is potentially a sixth allegation of rape in the account of Minor #2 (one of Reina's peers), but it is not included in the charges because the interview happened after Aaron's arrest.

Minor #2's interview also states that Reina claimed Aaron was recording when he would allegedly rape her. If true, then it is also possible Aaron was creating child pornography.
YPD took Aaron's computer into custody, but investigation was potentially limited due to the possibility of attorney-client privileged materials on the computer. This is evident in the warrants the detectives filed.
Why Case Dismissal with Prejudice is a Red Flag
YPD Case #11-03943 was dismissed with prejudice, which means the case is permanently closed and can't be refiled in the same court (it would have to be appealed to a higher court). There are several reasons we think dismissal of the case with prejudice is a significant concern.
#1. The Forensic Interview Was Specific & Graphic
Detective Oja's Declaration of Probable Cause puts it very succinctly:
"The victim was able to describe specific sensory detail of each incident to the interviewer. Dates of the sexual encounters have been corroborated through the investigation."
-Detective Curt Oja (YPD Case 11-03943)
#2. Reina Appears to be Under Significant Stress
Throughout the case, we learn in many accounts (especially from Reina's peers), that Reina is having unexplained "seizures." Sophia Morales implies that she thinks Reina's seizures are fake.
A different opinion arises in Clark Kent Jackson's interview. Jackson says Sonia told him that Reina has a condition called "Conversion Disorder."

Conversion Disorder (now called Functional Neurological Disorder) as described by the Cleveland Clinic.
At the time of Reina's diagnosis, conversion disorder was believed to be hidden stress or trauma being “converted” into physical symptoms (like seizures). One of the main risk factors for Conversion Disorder is the presence of ACE's (adverse childhood experiences). It can also seem like people with Conversion Disorder are "faking it."
Sophia Morales also said in her interview that Reina had been having significant nightmares since the age of 7. This corresponds with Reina's statement made on Facebook where she claims Aaron had been molesting her since the age of 7.

#3. Detectives Worried the Investigation was Compromised
Throughout the interviews, the detectives express repeated concern that the case had been compromised. It was high-profile, and many people (inside and outside) were talking about the case.
- Quinn Rosborough Dalan was gossiping to coworkers and family, and she refused to tell police who she talked to.
- Therese Murphy, Quinn's supervisor in the Prosecutor's office, was actually a close friend and may have had knowledge of the impending warrants against Aaron.
- Reina tried to talk to Evi Licona (another lawyer) about the upcoming wiretapped call.
- Aaron seemed to be fishing for information during the wiretapped call with Reina and the detectives.
Detective Oja and Janis notes in their case narratives that when Aaron Dalan is arrested, he doesn't ask questions about what he is being charged with, but he knows the allegations are coming from Reina.

Excerpt from Detective Chad Janis's case narrative (page 4), and from Detective Curt Oja's narrative (pages 8-9).
#4. Sonia Rodriguez True is a High-Profile Politician & Judge
Sonia Rodriguez was appointed to the Yakima City Council in early 2009 to fill the vacancy of Norm Johnson. She was the first Latin American to ever be on the Yakima City Council. Throughout 2009, Sonia campaigned for a fully elected City Council seat, though she lost to Dave Ettl.
Sophia Morales states that Reina's claim of molestation from Nunez was very divisive for their family. Sophia goes as far to say that Sonia did not want to report the alleged molestation.
Therese Murphy also states that Sonia and her current husband, Patrick True, made the decision to not press charges against Nunez.

Excerpts from Sophia Morales & Therese Murphy's interviews, showing Sonia Rodriguez did not want to pursue charges against Daniel Nunez.
From 2009 - 2012, Sonia actually received many awards, including the Governor's Award of Excellence from Christine Gregoire, and a Distinguished Service Award from the City of Yakima.
Sonia also was on the boards of organizations and associations like: Safe Yakima Valley, the Yakima Police Athletic League, the Washington State Bar Association, the City of Yakima Gang-Free Initiative, the YMCA, and the YWCA.
The entirety of Reina's case was negative publicity for her mother, who had just campaigned for City Council and was aspiring to be a judge.

Three articles published by the Yakima Herald-Republic about YPD Case #11-03943. They show plain hostility towards the victim and strongly favor the case dismissal with prejudice.
#5. Reina Rodriguez was (Intentionally?) Sent Away
Reina's Facebook statement about the case mentions that she was sent away to Clearview Girls Academy in Montana.
Clark Kent Jackson's interview mentions that Sonia had sought his opinions about residential facilities for Reina.

According to Reina and Jackson's statements, Reina would have been institutionalized in mid-July 2011 and stayed at Clearview well beyond the case dismissal (probably almost into 2013).
A lawsuit was later brought against Clearview for acts of abuse, negligence, and severe emotional anguish during the time Reina would have been there.

Screenshots from The Missoulian and Parsons Behle discussing the lawsuits against Clearview Academy.
"I was told I had to go to court and testify in front of my abuser after a couple of weeks removed from a serious mental break. My doctor said I wasn't in a mental state to give testimony. I couldn't imagine seeing my abuser and with pressure from the school [Clearview] calling me a liar, I recanted."

Judges & Lawyers | A Case Against Yakima's Ruling Elite
Throughout the case, it becomes apparent that both Sonia Rodriguez True and Aaron Dalan have had extremely turbulent love-lives. It's also clear that raising Reina took a backseat to obtaining prestigious legal careers and worldliness.
The Daniel Nunez Case is Part of a Neglectful Trend
During her interview, Sophia Morales states that she was very close with Daniel Nunez (sometimes called "Unky" in the interviews). Sophia also says that she basically raised Reina for the first 5 years of her life as Sonia went through law school.
A suspicious pattern of neglect begins to emerge:
- Sonia Rodriguez didn't want to press charges against Nunez (largely due to family pressure).
- Sonia was a prominent attorney who just made a run for Yakima City Council.
- Sonia had the attention of Governor Christine Gregoire, and a number of prestigious awards and organizations to look after.
- Sonia sent Reina to an isolated residential facility far away in the middle of the case against Aaron Dalan.
Sonia's pattern of behavior makes it look like she just wanted Reina's allegations to go away.

Aaron Dalan was Given Access to Reina Out of "Necessity"
Reina's coaches state in their interviews that a variety of people would drop off/pick up Reina from soccer practice, including Sonia's legal assistants (which is not very professional).
Aaron Dalan was common among those picking Reina up, and Reina's emerging dislike of Aaron was ignored. Reina even told Sonia she didn't want to see Aaron again.
Aaron was was permitted to stay in Reina's life because he was useful to Sonia, even though their married relationship had long since ended.

Excerpts from Sonia Rodriguez's interview with YPD discussing her and Reina's relationship with Aaron Dalan.
Yakima's Ruling Elites Cannot Comprehend Family & Justice
The irony of it all? Sonia Rodriguez True is an acclaimed family judge who has been praised for her adoption/opening her home to over 20 children.
Aaron Dalan is an appointed public defender for those charged with felonies who cannot afford an attorney.
Initiative IL26-001 | Parents' Rights & Yakima Public Schools
The 2026 election has an initiative on the ballot focused on restoring parents' rights (see Initiative to the Legislature IL26-001). The initiative includes the right for parents to be notified by the school of any medical or mental health services their child may receive.
Yakima Schools Have a Pipeline to Break Parents' Rights
During Reina's case, a very interesting bit of information surfaced in Detective Chad Janis's interview with Ashley Cook. There is a pipeline from our public schools to Comprehensive Mental Health.
Ashley Cook was a school-based caseworker from Comprehensive Mental Health. It was Cook's job to go into Davis or Eisenhower High Schools, evaluate students that were referred by the school counsellors, and see if the student could be connected to services at Comprehensive.

Excerpts from Det. Janis's interview with Ashley Cook, a school-based case worker from Comprehensive Mental Health who spoke with Reina.
According to Cook, the Yakima School District had a contract with Comprehensive Mental Health for two school-based caseworkers. The ability to refer students to Comprehensive for services was based on parents' incomes.
Reina's original referral to Ashley Cook was for LGBTQ behavior, but Reina was unable to be referred to Comprehensive for services due to her family's income being too high.
Vote Yes on Initiative IL26-001
We've previously discussed the possibility of state-sanctioned kidnapping in Yakima. Our theorized infrastructure was that youth shelters (like Rod's House) could be used to hide children from parents.
Reina's case solidifies how a student could be pipelined out of a school.
The referral process begins with school counselors, moves to a contracted case-worker, and funnels to Comprehensive Mental Health for services. If the student at any point discloses something that has to be mandatory reported, then DCYF Child Protective Services is notified and can place the student at a youth shelter.

SB5599 allows DCYF Child Protective Services to not tell parents where their child is in cases of abuse (and seeking gender/reproductive health care). If Initiative IL26-001 doesn't pass, schools can take up to 45 days before providing the parent with any information about any services their child was receiving.
The pipeline is geared towards struggling children, usually with broken families, who are poor.
Ashley Cook's interview was in 2011, back when gay marriage hadn't been legalized in Washington, and there wasn't a huge push for gender-affirming care. We've seen advocacy groups since then go to great lengths to push gender ideology on very young children.
